Establishment of a select committee on bilingualism

WHEREAS the Province of Quebec has one official language, the French language;

WHEREAS the French language is protected by a nation populated by both anglophones and francophones;

WHEREAS the rights of the anglophone and francophone communities have been historically recognized in Canada;

WHEREAS it is the interest of Quebecers to see to it that their children master their second language, and, in order to do so, that language must be learned and practiced here;

WHEREAS the goal of the school system is to produce self-sufficient children and to provide them with an education that is in line with their upbringing, with their rights, and with their needs;

WHEREAS a bilingual education would go a long way toward attaining these objectives;

WHEREAS young people fully capable of expressing themselves in both languages could enjoy an important asset in the economy of the future, since they would be able to aspire to better jobs in which both languages are used daily;

WHEREAS bilingualism is a well-known phenomenon around the world, on every continent and in many countries:

We, the undersigned, call on the National Assembly to establish a select Parliamentary committee on bilingualism, which would allow linguistic experts, parents, staff at francophone school service centres and anglophone school boards, and all other citizens to express themselves freely in a neutral environment, and legislators to update linguistic legislation to make it more equitable for the people of Quebec.
